(1) Goods belonging to the European Patent Office which have been acquired under Article 4 or imported under Article 5 shall not be sold or given away except in accordance with conditions laid down by the Governments of the States which have granted exemptions.<br />
<br />
(2) The transfer of goods and services between the various buildings of the European Patent Office and, where the case arises, its branches, shall be exempt from charges or restrictions of any kind. Alternatively, the Governments of Contracting States shall take all appropriate measures to remit or reimburse the amount of such charges or to lift such restrictions.<br />

The corresponding Article of the ESRO Protocol deals with the fiscal arrangements applicable to ESRO staff members. The Working Party approves the principle of non-taxation, but is of the opinion that the concrete expression of this principle depends as yet on the outcome of the work of other Working Parties, particularly that of Working Party I.<br />
