Subject: Third report of the Credentials Committee

Sir,
At its meeting on 2 October 1973, the Committee of the Whole recognised the validity of the Full Powers of 16 delegations, deferring until today its decision on the Powers of two other delegations. The Credentials Committee has now confirmed that the Belgian and Italian delegations also have submitted Full Powers in good and due form. It therefore recommends that the Conference recognise the validity of the Full Powers of these two delegations, so that 18 delegations will be able to sign the Convention.
